It was under the first real snowfall of autumn that Quebec City hosted the Canadian Forces Liaison Council (CFLC) national meeting on October 21 and 22, 2010.

The chairs of all the provinces (except the Northwest Territories) attended the traditional signing ceremony indicating support from the region's main employers. The event took place at Quebec City's City Hall, in response to an invitation from the Mayor, Mr. Régis Labeaume.

In the presence of the Honourable Pierre Duchesne, Lieutenant-Governor of Quebec, and Régis Labeaume, Mayor of Quebec City, Ms. Nathalie Normandeau, Deputy Premier of Quebec and Minister of Natural Resources and Wildlife, presented an official document of support from the Quebec Government, signed by the Premier, the Honourable Jean Charest. In her speech, she referred to her government's unwavering and sustained support of the province's Reservists. Also present at the ceremony were André Drolet, MNA for Jean-Lesage, and Michel Matte, MNA for Portneuf. Five employers from the Quebec City region also took turns signing a document of support for Quebec's Reservist employees in recognition of these brave workers.

These employers were the National Optics Institute (INO) represented by Dr. Jean-Guy Paquet; the Corporation of Lower Saint Lawrence Pilots and the Maritime Simulation and Resource Centre, represented by Captain Louis Rhéaume; the Association des chefs en sécurité incendie du Québec, represented by Jean-Guy Laterreur; the Quebec Port Authority, represented by Marcel Labrecque; and finally, the Industrial Alliance, represented by Jean-François Boulet.
